Allen Parish Sheriff's spokesman Grant Willis said at 10 p.m. there was no major problems in the parish, except for some down trees and scattered power outages. The parish has about 3,000 police officers and firemen staged in Allen Parish, along with about 1,000 evacuees. He said the parish had a steady wind, but that the area was beginning to experience some strong gusts.
